Lietuvos Kibernetiniu Nusikaltimu Kompetenciju Ir Tyrimu Centras (L3CE) is a research organisation established by two national universities: Mykolas Romeris University (MRU) and Kaunas University of Technology (KTU). L3CE supports security and defence agencies by developing new defence, security and intelligence approaches, new methodologies and investigative techniques, including Cyber Forensics, Cyber Security, Cyber Intelligence and Visual analytics for more efficient cyber related operations and decision making.

L3CE facilitates national innovations development ecosystem by providing training and education of security practitioners aimed to enhance their competences and capabilities to fight cybercrimes. L3CE is a member of several EU networks and associations acting as a Cybercrime competence and innovations hubs for EU security stakeholders
